Hagai Kotzer CEO
Hagai Kotzer, the CEO of the Company since 2015, VP Engineering since 2012.
A licensed civil engineer since 2001. Has worked at DHV since 2001 in various positions in project management, engineering planning, and supervision and management of implementation.
Education:
2001 Licensing engineer. Bachelor’s degree in civil engineering
An engineer with very high technical ability in all matters related to civil engineering work and related facilities in the energy, water and waste water fields. Including management of construction, planning and supervision of construction of desalination facilities, pumping facilities and water and waste water treatment facilities for the municipal, agricultural and industrial sectors. Has experience and great ability in conducting a variety of surveys, while using advanced computer tools. Hagai Kotzer is an engineer with vast experience in all matters related to infrastructure and environmental engineering, implementation of complex engineering and scientific projects. Experienced in managing teams of engineers for planning and implementation of complex projects.

Ilan Ohayon Environmental Consultancy Department Manager
Ilan Ochayon has a master’s degree in environmental engineering and a bachelor’s degree in biology and environmental protection. He has been working at DVH since 2008 in project management and in environmental consultancy in the industrial emission fields, and today he is manager of the consultancy department. Ilan is an environmental protection engineer with vast experience in the industrial sector.

Dror Ayal Engineering Department Manager
Manager of an engineering department in which planning teams for water and sewage treatment and transmission systems, municipal sewage purification works and process engineers operate, giving support and service to sewage corporations.
Vast experience in leading projects in the industry (desalination, gas and oil).

Vardina Hubner Head of air quality team
An air quality consultant, with vast experience in managing projects in the industrial, transport and regulatory sectors in the field of treatment of air pollution, odor hazards, hazardous materials and waste water. In addition, Vardina has vast experience in field work dealing with industry and transport and in modeling air pollution impact from industrial and transport sources within environmental surveys, environmental impact reviews and others, using advanced models in the field, such as AERMOD, CALPUFF, CALROAD, SCREEN, HYPACT, etc. She is experienced in preparing plant files, and conducting capacity tests for hazardous materials, using models such as ALOHA. She serves as a project manager in the field of air quality and climate change for the Ministry of Environmental Protection for implementation of the Clean Air Law and serves as environmental protection consultant to Israel Railways and Netivei Israel (the National Roads Authority).

Shiri Solomon Environmental protection engineer
Shiry is an environmental engineer who has vast experience in advising local authorities, government ministries and the private sector.
In recent years, Shiry’s work has included advising the Ministry of Economy and Industry on a project for sustainable industrial zones, giving environmental support to the planners of Red Line stations – part of the Tel Aviv light rail transit system, and advising local authorities as part of support for וurban building plans and various other projects, including advising private customers. In addition, Shiry has been working for and together with the Ministry of Environmental Protection on the regulation of industrial plants.

Anat Moshe Adv. - environmental economics consultant
Anat is an economic advisor specializing in public economics in the environmental policy field. Anat has in-depth knowledge and experience in shaping policy and cost-benefit analysis for implementation of economic and environmental policy. Key projects in which she has participated include: The national plan for reduction of air pollution and wording a government resolution proposal for its implementation, ongoing economic support for the alternative fuels administration in the Prime Minister’s Office, development of a plan for reduction of air pollution from polluting vehicles and support of the Ministry of Transport in examining engineering projects. Anat has extensive theoretical and practical knowledge in economic methodologies for testing the economic efficiency of various projects on environment and infrastructure issues.

Shaul Dell Ariccia Project manager
A project manager with experience in the fields of industrial air pollution, hazardous material risk management and environmental policy. Saul has vast experience in analyzing environmental reviews and emission permit applications, in conducting risk assessments for plants and advancing national plans dealing with environmental policy. As a result, Saul has significant experience in working with the industry and with the authorities.

Gilad Safier Hydrologist and environmental consultant
Gilad has vast experience working in hydrology projects and as a project manager at the DHV Company.
During his academic studies, Gilad specialized in the field of green basins (constructed wetlands) and in computer models of various water resources, such as aquifers, streams, flood plains, and more. In this framework he acquired vast knowledge and experience using advanced computer tools and the GIS environment, and as a result he leads these fields at DHV MED.
In addition, Gilad has a background and knowhow in software engineering, systems analysis and database administration fields from his military experience as a programmer at MAMRAM (the IDF’s Center of Computing and Mechanized Registration).

Hagit Oron Project manager
Hagit has vast, diverse experience in water and waste water treatment facilities in Israel and elsewhere in the world. Hagit has led the planning and implementation of extensive parts of desalination, filtration, disinfection and purification facilities for implementing companies, and within the framework of engineering companies and units.

Zohar Schwartzman Process engineer
Zohar serves as a project and process engineer and as a member of the engineering department’s team. Zohar has planning, operational and managerial experience, in addition to experience in water-supply design.
She has high technical and analytic ability, backed by experience in all matters relating to water and waste water engineering. This experience includes planning of biological processes for waste water treatment, general planning of water supply systems, management of the operation of waste water treatment facilities, using advanced computer tools including database building.

Maayan Weizmann Environmental engineer
Maayan is an environmental protection consultant in the fields of industry, regulation and air quality. Maayan works in formulating environmental policy in the fields of industrial emissions, regulation of plants under the Clean Air Law, analysis of emission data, monitoring and sampling of airborne pollutants, emission reports to the PRTR system. Recently, she has been working in consultancy and formation of the national plan for air pollution reduction for the Ministry of Environmental Protection.
Over the years, Maayan has worked in environmental support of industries in the field, project management and drafting of emission permit applications, airborne emission surveys, industrial waste water surveys, offshore discharge permits, environmental due diligence and environmental impact surveys.
Maayan has previous experience in managing environmental protection aspects of engineering planning of a major energy project, including conformance of the detailed engineering design to the requirements of Israeli and international regulation; characterization, planning and support of procurement of pollutant monitoring and sampling systems for chimney stacks and their surrounding area; formation and implementation of an environmental management system at construction sites, and ongoing environmental support for projects.
